Migration Rules

1. Initial Migration Registration

Foreign students residing in the dormitories of Kursk State University (KSU) must register for migration at the dormitory address. Registration is handled by the International Relations Office of KSU, located at 29 Radishcheva St., 8th floor, office 804. A foreign student must apply for registration within 3 working days after entering the Russian Federation and submit the following documents:

  • Passport (used to enter Russia)
  • Migration card with the purpose of entry marked as “STUDY”
  • Study visa (for citizens of visa-required countries)

An International Relations Office employee will submit the registration notification to the Migration Department of the Ministry of Internal Affairs. The student receives a tear-off slip confirming registration. Students may remain in Russia until their registration expires.

IMPORTANT: If the student resides at a private address, they must independently register at the local Migration Department office within 7 working days after entering Russia and provide a copy of the registration to the International Relations Office (office 804).

Additionally, a foreign student residing in the KSU dormitory must apply for new registration within 3 working days after:

  • Every re-entry into Russia
  • Receiving registration in a hotel or dormitory in Kursk or any other city
  • Receiving a new passport
  • Changing citizenship, including acquiring Russian citizenship
  • Obtaining a residence permit or temporary residence permit in Russia

Students living at private addresses must apply to the local Migration Department office in all the above cases.

2. Extension of Stay (Registration)

The extension of a foreign student’s stay is granted until the visa expiry date or for up to one year (for visa-free countries). At least one month before the registration expires, students must apply to the International Relations Office (office 804) and submit:

  • Passport
  • Migration card

IMPORTANT: If a student stays at a hotel, the hotel must register the student regardless of the duration of stay. If a student is outside of Kursk for more than 7 working days (excluding hotels), they must register at the place of actual stay by contacting the local Migration Department office. Upon returning to Kursk, students must undergo the migration registration process again at the dormitory (or private address), as described in Section 1.

3. Deregistration of Foreign Students

Expulsion from KSU is grounds for shortening the period of stay in Russia. Expelled students are removed from migration registration.

Students who are expelled or go on academic leave must vacate the dormitory within 3 working days from the date of the order. They are given 3 calendar days to leave the Russian Federation after being removed from the dormitory and deregistered. Failure to leave within this period may result in deportation and a ban on re-entry into Russia.

4. Loss of Documents

If a passport is lost, the student must contact the police and obtain a loss certificate. With this certificate, they must apply for a new passport at their country’s Embassy. After receiving the new passport, it must be submitted to the International Relations Office (office 804) within 2–3 working days for new migration registration and visa processing.

If the migration card is lost, the student must report it to the police within 3 working days and bring the loss certificate to the International Relations Office for further instructions.

If the registration notification is lost, the student must contact the International Relations Office (office 804) to obtain a duplicate.

5. Responsibility and Penalties

A foreign student may face penalties ranging from fines to deportation with a re-entry ban for several years if they:

  • Violate border crossing procedures
  • Fail to register on time
  • Fail to renew their visa on time
  • Work illegally
  • Provide false or inaccurate personal information during registration or visa processing
  • Fail to leave Russia after expulsion or completion of studies
  • Reside at an address different from the one registered

IMPORTANT!

All foreign citizens enrolled or studying at KSU, including those coming under the Ministry of Science and Higher Education of Russia, must indicate “STUDY” as the purpose of entry on their migration card when entering the Russian Federation. If a different purpose is indicated, the student must leave Russia and re-enter with a migration card correctly marked “STUDY”.
